Exodus 17:4–6

4Moses cried out to the LORD, "What am I supposed to do with these people? They're about ready to stone me!" 5The LORD told Moses, "Walk out ahead of the people and bring some of the elders of Israel with you. Take the staff you used to strike the Nile, and go." 6"Look, I will stand before you there on the rock in Horeb. You shall strike the rock, and water shall come out of it so that the people may drink." Moses did so in the sight of the elders of Israel.

At Rephidim the people had no water and were close to stoning Moses. He cried out to the LORD, asking what to do. The LORD told him to strike the rock at Horeb, and water would come out.
