15Moses said to the LORD, 16Let the LORD, the God of the spirits of all flesh, appoint a man over the congregation, 17someone who will go out before them and come in before them, who will lead them out and bring them in, so the congregation of the LORD will not be like sheep without a shepherd.

What happened

When the LORD told Moses he would soon die, Moses asked him to appoint a leader. He did not want the LORD's people to be like sheep without a shepherd. The LORD chose Joshua.
